The Central Information and Analytical Center at the Ministry of Education of Belarus will celebrate International Open Access Week 2013 by organizing a series of events from October 23-25, 2013.

An international congress will be beld by the National Library of Belarus, with the support of the Central Information and Analytical Center at the Ministry of Education of Belarus and the Council of Belarusian libraries on Information Cooperation (BelCoLib) on October 23 - 24, 2013.

The theme is “Library as a cultural phenomenon” and the congress will host an open access seminar titled “Scientific periodicals and open access initiative”.

The following topics will be discussed during the seminar:

• Awareness of open access amongst librarians and researchers.
• Open access publishing: e-journals vs. print journals, indexing of scholarly journals, software for e-journal management and publishing, marketing and promotion.

On October 25, another workshop,“New opportunities for university presses”, will also be given by the Central Information and Analytical Center at the Ministry of Education of Belarus and BelCoLib. The workshop will discuss publishing services in an open access environment.
