DESCRIPTION:The Central Information and Analytical Center at the Minis
 try of Education of Belarus will celebrate International Open Access 
 Week 2013 by organizing a series of events from October 23-25, 2013.\
 nAn international congress will be beld by the National Library of Bel
 arus, with the support of the Central Information and Analytical Cente
 r at the Ministry of Education of Belarus and the Council of Belarusia
 n libraries on Information Cooperation (BelCoLib) on October 23 - 24, 
 2013.\nThe theme is “Library as a cultural phenomenon” and the con
 gress will host an open access seminar titled “Scientific periodical
 s and open access initiative”.\nThe following topics will be discus
 sed during the seminar:\n \n\nAwareness of open access amongst librar
 ians and researchers.\nOpen access publishing: e-journals vs. print jo
 urnals, indexing of scholarly journals, software for e-journal managem
 ent and publishing, marketing and promotion.\n\nOn October 25, another
  workshop,“New opportunities for university presses”, will also be
  given by the Central Information and Analytical Center at the Ministr
 y of Education of Belarus and BelCoLib. The workshop will discuss pu
