Open access was defined by Budapest Declaration in 2002, and since then institutional repositories and open access journals have been rising.

The number of open access journals which require Article Processing Charges (APCs) as their publishing costs are increasing dramatically, and open access journals are becoming a stable business as observed for success of open access mega journals as represented by “PLoS ONE” or “Scientific Reports”.

On the other hand, as an effect of open access mandate policies by governments or research granting agencies of Europe and the United States, not only articles but research data are required to be open access in late years. And it is being started to make data public by institutional repositories.

By covering such changing current situations of open access from the perspective of “post OA” or “New missions of libraries”, and by analyzing access tendencies of Kobe University institutional repository, we intend that this event will be a momentum to think about missions of future university libraries and direction of open access.
