I saw that you wish to gather information on OA and that you are librarian at the Queensland University.

In case you are not informed of what is happening in Australia, I recommand you to read Arthur Sale's articles and specially " Comparison of content policy for institutional repositories in Australia". You will see that the QUT is THE example to follow.
