The President of Bolivia Evo Morales was at the opening of the V Latin America and the Caribbean Social Science Conference (Cochabamba, October 2009) sponsored by the Latin American Council of Social Sciences (CLACSO) with participation of more than 200 directors of social science institutions from 21 countries of Latin America and the Caribbean.   At that Conference was announced an OA campaign to improve visibility of social science research from the region.
