Editor Review vs. Peer Review

We publish a couple of different academic journals, one of which is not peer reviewed, it is subscription based and editor reviewed. I have had some authors ask if they could pay to have their articles listed as open access online. What is the practice with this? Is open access material strictly peer reviewed?
