DESCRIPTION:Outline:\nFrom October 18 to 24, events for promoting open
  access will be held throughout the world.\nThe 6th SPARC Japan Semina
 r is titled \"Open Access disseminated from Japan,\" and we wish that 
 it will provide an opportunity to discuss how research results in Japa
 n should be disseminated both for now and in the future.\nWe hope that
  many can participate in the seminar!\n\nOn June 16, the \"Basic Guide
 line for Science and Technology Basic Policy Planning\" was released, 
 for establishment of the \"4th Science and Technology Basic Plan\" for
  fiscal years 2011-2015, which is to be decided by the Cabinet during 
 the current fiscal year.\n\nThe \"Basic Guideline\" states that, as pa
 rt of the efforts for \"realizing a research environment that is at pa
 r with the international standards,\" it is important to promote the i
 nstitutional repository and open access.\nIt also stipulates that, as 
 part of the efforts for establishing the \"policy for science and tech
 nology that are developed together with citizens,\" it is necessary to
  have a framework in place so that researchers release the outline and
  results of their studies in an easy-to-understand manner.\nIn line wi
 th the \"Basic Guideline,\" three speakers will make presentations, wh
